Please join us for a private discussion on Finland’s Defence White Paper with Permanent Secretary Esa Pulkkinen. Secretary Pulkkinen will briefly present the White Paper itself and we’ll continue with Q&A and conversation. This is your opportunity for active engagement with the Permanent Secretary on this cornerstone of Finland’s Defence Strategy.
The Government Defence Report to Parliament provides the defence policy guidelines for maintaining and developing Finland’s defence capability. The Report and its implementation ensure that Finland’s defence capability meets the requirements of the operating environment.
The Defence Report was prepared in a cross-governmental cooperation, The Defence Report and its implementation will ensure Finland’s defence capability in an operating environment that is tense and unpredictable. The implementation will create the prerequisites for developing and maintaining a defence system that encompasses the entire country and all domains; it outlines the personnel requirements and economic resources required for maintaining readiness, for training of conscripts and reservists, and for developing new capabilities; and steers the development of international defence cooperation and national legislation.

Esa Pulkkinen
Permanent Secretary, Finland's Ministry of Defence
Esa Pulkkinen was appointed as Permanent Secretary in the Ministry of Defence for the period of 1 January 2022 to 31 July 2025.
Director General Esa Ilmari Pulkkinen (born 1957) has served as Director General of the Defence Policy Department in the Ministry of Defence since 2020. He acted in the same position from 2011 to 2016. In 2016-2020, Pulkkinen served as Director General of the European Union Military Staff in Brussels. He is a General Staff Officer and has previously served, among other things, as Deputy Director of Division in the Defence Command, Commander of the Jaeger Brigade and Branch Chief and National Expert in the EU Military Staff.
The Permanent Secretary assists the Minister in directing, developing and monitoring the work of the Ministry and its branch of government. As Permanent Secretary, Esa Pulkkinen will also lead the Ministry’s strategic planning and coordinate its implementation. He will be responsible for effective internal control, assist the Minister in planning, implementing and monitoring broad-based issues, and manage performance guidance within the Ministry’s administrative branch.
